F.acT: What climate change-related shifts in water availability and seasonality do you foresee in the Alps over the next 20–30 years, and which of these are particularly relevant to Tyrol?
Changes in water availability in the Alps caused by climate change are already evident in several ways and will continue to intensify over the next 20–30 years. Rising temperatures lead to increased evaporation and are increasingly depleting moisture from the soil surface. At the same time, the seasonal pattern of water availability is changing significantly.
In mountainous regions, in particular, a shorter duration and reduced depth of snow cover are expected, causing the natural snowpack to lose its importance as a water reservoir. This also affects artificial snowmaking, as the necessary temperatures at mid-elevations will be reached less and less frequently in the future. In high-altitude mountain regions, this trend is less pronounced, while mid-elevation areas are particularly affected.
In addition, an intensification of extreme weather events is being observed, particularly in the form of thunderstorms and heavy precipitation. These events are increasingly leading to flooding and causing significant damage, for example to infrastructure such as trails and roads, the maintenance of which is becoming increasingly labor-intensive and costly.
Although Austria is generally considered to be rich in water, localized shortages can occur. While these are more commonly observed in eastern regions, they have so far been less pronounced in Tyrol. Nevertheless, examples such as dried-up springs show that even Alpine regions can be affected. A key adaptation measure is therefore to better integrate the water supply network in order to distribute water more effectively during times of scarcity, as is already being done in Lower Austria, for example, through ring pipelines.
F.acT: Will this lead to conflicts over resource use between drinking water supply, agriculture, the energy sector, and tourism, and where in Tyrol do you see particularly sensitive hotspots or areas of conflict?
As climate-related water shortages increase, it is likely that conflicts over water use between drinking water supply, agriculture, the energy sector, and tourism will intensify. Competition for available water resources becomes particularly acute during periods of severe drought, as all sectors simultaneously face increased demand.
Potential for conflict is already evident today in regions such as the Po Valley and South Tyrol, where water-intensive agriculture—particularly in fruit growing and viticulture—plays a central role. Tensions can also arise in the context of pumped-storage power plants: if less meltwater is retained, there will be a shortage in lower-lying regions where it is urgently needed, for example, by agricultural operations.
For Tyrol, such conflicts are particularly relevant in situations of low water availability, even if they are currently less pronounced than in other regions. Nevertheless, during periods of scarcity, it may become difficult to reconcile different demands for water use. Against this backdrop, strategic management tools—such as those already implemented in some European countries—are gaining in importance.
F.acT: What priority adaptation measures do you consider necessary to help tourism regions in the Alps become water-resilient?
To ensure that tourism regions in the Alps are water-resilient in the long term, measures are needed at various levels. Essentially, the goal is to retain more water within the landscape rather than draining it away quickly. This includes, for example, promoting wetlands and improving rainwater management to stabilize local water availability.
In extreme situations, however, such approaches reach their limits, which is why technical and infrastructural solutions are also necessary. These include, in particular, networked water supply systems, such as those that already exist in part in Tyrol and could be further expanded, for example at the municipal level.
For tourism itself, a secure drinking water supply is essential. At the same time, sustainable water use requires prudent management, especially when there are competing uses. During periods of drought, this could mean that water-intensive applications, such as artificial snowmaking, must be restricted in favor of basic water supply.
Showering, on the other hand, is more of a “drop in the bucket.” Structural conditions should be taken into account here: wastewater systems are designed for specific water volumes and may reach their technical limits if consumption is significantly reduced. In sensitive areas such as alpine huts, however, alternative solutions like composting toilets can play a role.
In addition to technical measures, raising awareness is also crucial. Water should increasingly be perceived as a finite resource, a mindset that must be reflected in the behavior of both guests and the local population—for example, through restrictions such as limits on irrigation during dry periods. At the same time, it is important to note that commercial and industrial uses often require significantly larger amounts of water than individual savings in everyday life. Experiences from other regions—such as KLAR! initiatives focused on water—show that integrated approaches at the regional level are a key component of sustainable adaptation. A good example here is the KLAR! Southern Weinviertel Region with its awareness campaign “TrinkWasserWeitblick” (Drinking Water Vision) or the Water Conference.
